Nomination form 

This is a nomination form for proposed membership of the following technical boards, respectively, for the term 2024-2028: 

a. AAOIFI Shari’ah Board; 

b. AAOIFI Accounting Board (AAB); or  

c. AAOIFI Governance and Ethics Board (AGEB). 

Nomination criteria and pre-conditions 

AAOIFI expects, but not necessarily requires, that the members of the technical board meet the minimum following nomination criteria. Nevertheless, relaxation may be provided, at AAOIFI’s sole discretion, in the criteria for deserving nominations. Appointed members shall follow the charter of their respective technical board, as well as, the code of conduct for AAOIFI associated professionals. 

Core qualification 

• • • For membership of AAOIFI Shari’ah Board: 

• • • • Masters qualification or its equivalent in Fiqh or Usul Al Fiqh, with at least 10 years’ experience in the area of Fiqh al Muamalat (such as judiciary, issuance of fatwa, Shari’ah research, membership of Shari’ah supervisory board of Islamic financial institutions) 

• • • For membership of AAOIFI Accounting Board: 

• • • • Either of, or a combination of: 

• • • • • a professional accountancy or finance qualification or membership of a recognized professional institution; and / or 
        • a university degree in accounting, finance, economics or related fields. 

• • • For membership of AAOIFI Governance and Ethics Board: 

• • • • • The candidate must have either relevant professional qualification from an accredited international institute / institution, or at least a bachelor degree or its equivalent in finance, accounting, auditing, risk management, governance, economics, business administration and /or law, from a recognised international institution. 

Experience 

• • • Minimum of 15 years’ experience in industry or profession in the related fields including experience not less than 8 years with Islamic financial institutions (or dealing with them).  

Track record and solvency 

• • • The nominee must have an impeccable track record of professional conduct and in social, economic and financial dealings and shall not have been associated with any illegal activity or in default of payment of dues owed to any financial institution and / or default in  payment of any taxes in an individual capacity or as a proprietary concern or as a partner of any partnership firm or as a director or CEO of major shareholder of an entity. 

Integrity and reputation 

• • • The nominee shall enjoy a strong reputation of integrity and honesty and shall not be subject to legal or corporate proceedings on account of charges of honesty and integrity related to any corporate or government office. 

Conflict of interest 

• • • Every nominee shall always be independent regarding his responsibilities as a member of the respective technical board. He shall undertake that while working with the technical board, he will give all priority to the causes of Islamic finance and the objectives of AAOIFI over his personal and his organisation’s priorities. He shall not obtain any benefit for himself, or his organisation, solely by virtue of his membership of the board.

استمارة الترشيح لعضوية المجالس الفنية التابعة لأيوفي

التعريف والمتطلبات

أعدت هذه الاستمارة  للعضوية المقترحة للمجالس  الفنية التابعة لأيوفي، للفترة 2024-2028:

أ. المجلس الشرعي؛

ب. المجلس المحاسبي؛ و

ج. مجلس الحوكمة والأخلاقيات.

معايير الترشيح والشروط المسبقة

تتوقع أيوفي، ولا تشترط بالضرورة، أن يستوفي أعضاء المجالس الفنية معايير الترشيح الآتية بحد أدنى . كما يمكن تخفيض الحد الأدنى المطلوب للترشح، وذلك وفقاً لتقدير أيوفي الخاص. ويجب على الأعضاء المعينين الالتزام بميثاق العمل المعتمد بشأن مجالسهم الفنية ذات العلاقة، بالإضافة إلى ميثاق أخلاقيات المهنة الصادر عن أيوفي.

المؤهل الأساسي المطلوب

لعضوية المجلس الشرعي :

شهادة الماجستير أو ما يعادلها في الفقه أو أصول الفقه، مع خبرة لا تقل عن 10 سنوات في مجال فقه المعاملات (مثل الهيئات القضائية، إصدار الفتوى، البحوث الشرعية، عضوية هيئة الرقابة الشرعية للمؤسسات المالية الإسلامية)

لعضوية المجلس المحاسبي :

شهادة مهنية في المحاسبة أو المالية أو عضوية مؤسسة مهنية معترف بها؛ و/أو

شهادة جامعية في المحاسبة أو المالية أو الاقتصاد أو المجالات ذات العلاقة.

لعضوية مجلس الحوكمة والأخلاقيات:

يجب أن يملك المرشح إما المؤهلات المهنية ذات العلاقة من معهد / مؤسسة دولية معتمدة، أو على الأقل درجة البكالوريوس أو ما يعادلها في المالية والمحاسبة والتدقيق وإدارة المخاطر والحوكمة والاقتصاد وإدارة الأعمال و / أو القانون، من مؤسسة دولية معترف بها.

الخبرة

خبرة لا تقل عن 15 عامًا في الصناعة أو المهنة في المجالات ذات العلاقة بما في ذلك خبرة لا تقل عن 8 سنوات مع المؤسسات المالية الإسلامية (أو التعامل معها).

السيرة الحسنة والملاءة المالية

يجب أن يتمتع المرشح بسجل نظيف تماماً من السلوك المهني وفي المعاملات الاجتماعية والاقتصادية والمالية، وألا يكون متورطاً بأي نشاط غير قانوني، وألا يكون متخلفاً عن سداد المدفوعات المستحقة لأي مؤسسة مالية أو ما يترتب عليه من تكليف ضريبي، سواء أكان بصفته الشخصية أو ضمن منشأة فردية أو قائمة على الشراكة، أو فيما يتعلق بعملة مديراً أو رئيساً تنفيذياً أو دوره باعتباره مساهماً رئيسياً في شركة أو مؤسسة.

النزاهة والسمعة

يجب أن يتمتع المرشح بسمعة طيبة من حيث النزاهة والصدق، وألا يكون خاضعاً لإجراءات قانونية أو مؤسسية مصدرها اتهامات تمس الصدق والنزاهة، وصادرة عن جهة مؤسسية أو حكومية.

تعارض المصالح

يجب أن يكون المرشح مستقلاً دائماً فيما يتعلق بمسؤولياته باعتباره عضواً في المجلس الفني المعني. ويجب أن يتعهد بإعطاء الأولوية الكاملة لرسالة المالية الإسلامية وأهداف أيوفي، وتقديمها على أولوياته الشخصية وأولويات مؤسسته. ولا يجوز له استغلال عضويته لتحقيق أية مكاسب لنفسه أو لمؤسسته بحكم عضويته في المجلس
